Policy Briefing — China Algorithm Recommendation Rules Take Effect

China’s CAC enforcement of the algorithm recommendation regulation introduces filing, transparency, and content governance duties for personalised services.

China’s Provisions on the Administration of Algorithm Recommendation in Internet Information Services entered into force on 1 Mar 2022, creating nationwide requirements for algorithm filing, user controls, and content governance.

  • 4 Jan 2022 — Final text released. The CAC and three other agencies published the final regulation covering personalised recommendations, rankings, and dispatch systems.
  • 1 Mar 2022 — Enforcement date. Providers must file algorithms, label synthetic content, offer opt-out controls, and limit use in labour dispatch, education, and finance.
  • 2022 — Supervisory coordination. The State Council highlighted multi-agency enforcement responsibilities spanning algorithm security, antitrust, and labour protection.
