Policy Briefing — Canada Reintroduces Digital Charter Implementation Act
Bill C-27 would create Canada’s Consumer Privacy Protection Act, Artificial Intelligence and Data Act, and a new Personal Information and Data Protection Tribunal.
On 16 Jun 2022 the Government of Canada tabled Bill C-27, the Digital Charter Implementation Act, 2022, reintroducing privacy and AI reforms to replace PIPEDA and regulate high-impact AI systems.
- 16 Jun 2022 — Bill C-27 introduced. The Consumer Privacy Protection Act (CPPA) modernises consent, de-identification, and enforcement powers with penalties up to 5% of global revenue.
- 16 Jun 2022 — Artificial Intelligence and Data Act. The bill creates obligations for AI system design, monitoring, and record-keeping, and authorises orders against harmful deployments.
- 2022 — Tribunal framework. A new Personal Information and Data Protection Tribunal would hear CPPA appeals and impose administrative monetary penalties recommended by the Privacy Commissioner.
