Policy Briefing — European Parliament adopts the Digital Services Act
The European Parliament formally adopted the Digital Services Act on 5 July 2022, confirming sweeping platform liability, recommender transparency, and systemic risk mitigation duties ahead of Council approval and publication.
On 5 July 2022 the European Parliament voted to adopt the Digital Services Act (DSA), establishing due-diligence duties for online platforms, very large online platforms (VLOPs), and very large online search engines (VLOSEs). The regulation mandates notice-and-action processes, algorithmic transparency for recommender systems, advertising disclosures, and access for vetted researchers.
Parliament’s approval finalized its position following trilogue negotiations, setting the stage for Council adoption and EU Official Journal publication later in 2022. Providers operating in or serving the EU must assess obligations tied to user counts, content moderation, and risk assessments, particularly if designated as VLOPs/VLOSEs.
