Political Declaration on Responsible Military Use of AI Gains Support — February 16, 2023
The United States launched a political declaration outlining principles for responsible military use of artificial intelligence and autonomy, backed by dozens of countries committed to transparency, accountability, and human-centric deployment.
Announced at the Responsible AI in the Military Domain summit in The Hague, the declaration sets voluntary norms covering testing, command oversight, and compliance with international humanitarian law. Signatories pledged to build risk management processes, incident reporting, and assurance mechanisms into defence AI programs.
- Governance commitments. Participating states agreed to establish senior-level oversight, doctrine updates, and training for operators of AI-enabled military systems.
- Testing and assurance. The declaration emphasises rigorous verification and validation, including operational evaluations prior to deployment.
- Transparency and cooperation. Signatories intend to share best practices, engage in confidence-building measures, and report annually on implementation progress.
Defense and security teams should benchmark national policies against the declaration’s principles when designing autonomous capabilities.
