Phase 3 — Stakeholder engagement. Update customer-facing disclosures and redress mechanisms to reflect AI use. Train frontline staff to handle contestability requests and escalate unresolved cases. Engage industry bodies and standards organisations (e.g., BSI, ISO/IEC) to align on emerging technical benchmarks referenced by regulators.
Responsible governance and regulator coordination
The white paper emphasises proportionality and adaptability, allowing regulators to tailor guidance to sectoral risks. However, organisations must prepare for multi-regulator oversight: for example, a fintech deploying AI-driven credit scoring may engage the FCA (financial conduct), ICO (data protection), and CMA (competition). Establish liaison roles to manage regulatory correspondence, track consultations, and coordinate responses.
DSIT plans to issue central guidance, a monitoring framework, and joint risk assessments that identify priority areas such as foundation models, biometric surveillance, or algorithmic auditing. Boards should expect requests for evidence of responsible AI practices, including risk registers, audit trails, and post-deployment monitoring results. Internal audit should expand scope to cover AI governance, reviewing compliance with documented policies, incident handling, and regulator commitments.
Legal teams must reconcile the white paper principles with existing legislation: the UK GDPR, Equality Act, sectoral regulations, and upcoming Online Safety Bill obligations. Companies should document how AI system design choices support data minimisation, lawful processing, and non-discrimination, preparing for potential future statutory duties.
Sector playbooks
Financial services. The FCA expects firms to maintain robust model governance, including validation, scenario analysis, and explainability for customers and supervisors. Firms should integrate AI oversight into Senior Managers and Certification Regime responsibilities, ensuring accountability chains are clear. Collaboration with the Bank of England’s AI Public-Private Forum can inform best practices.
Healthcare and life sciences. The MHRA and NHS AI Lab emphasise safety testing, clinical validation, and post-market surveillance for AI medical devices. Organisations should document clinical evidence, risk management, and user training to align with forthcoming MHRA software regulations.
Online platforms and advertising. The CMA and Ofcom are scrutinising algorithmic systems affecting competition and harmful content. Platforms must implement transparency reports, user controls, and human review pathways. Algorithmic audits should assess outcomes for different user cohorts to detect unfair treatment.
Public sector and critical infrastructure. Government departments deploying AI must meet public law standards, equality duties, and procurement requirements. The Central Digital and Data Office encourages use of the Algorithmic Transparency Recording Standard to disclose system purpose, data, and governance.
Measurement, metrics, and continuous improvement
Track AI governance maturity through metrics such as percentage of models inventoried, proportion covered by documented impact assessments, number of model monitoring incidents, remediation timelines, and stakeholder satisfaction with redress processes. Establish key risk indicators for model drift, bias detection, and explainability gaps. Regularly review regulatory developments—consultations, guidance notes, enforcement actions—and update policies accordingly.
Conduct scenario planning for potential statutory obligations, such as mandatory incident reporting or certification schemes. Engage in standards development (ISO/IEC 23894 on AI risk management, IEEE P7000 series) to anticipate technical requirements regulators may reference.
Use lessons from pilots or sandboxes to refine governance. Document case studies demonstrating how adherence to the five principles improved outcomes, supporting future regulatory submissions or audits. As DSIT reviews consultation feedback, maintain flexibility to adapt to legislative proposals that may introduce binding duties.
International alignment and implementation timeline
The consultation accompanying the white paper runs through 21 June 2023, after which DSIT plans to publish an updated implementation roadmap summarising regulator feedback and setting milestones for guidance issuance.
