European Parliament Adopts AI Act Negotiating Position — June 14, 2023

The European Parliament plenary approved its negotiating position on the AI Act, setting the stage for trilogue talks with the Council.

The plenary vote endorsed committee proposals for broader bans on biometric surveillance, added transparency requirements for generative AI, and reinforced obligations for high-risk systems in critical sectors.

  • Generative AI transparency. Providers must disclose AI-generated content, summarise copyrighted training data, and implement safeguards against illegal content.
  • Risk governance. Deployers must establish risk management systems, data governance policies, and human oversight tailored to high-risk use cases.
  • Penalties. The Parliament backed fines up to €40 million or 7% of global turnover for the most serious violations.
