Governance Briefing — Singapore mandatory climate reporting for listed issuers

All Singapore Exchange-listed issuers must adopt ISSB-aligned climate reporting for financial years beginning in 2025, following the joint ACRA–SGX sustainability reporting roadmap.

Executive briefing: On 28 July 2023 the Accounting and Corporate Regulatory Authority (ACRA) and Singapore Exchange Regulation (SGX RegCo) announced a phased sustainability reporting roadmap. Listed issuers must adopt ISSB-aligned climate disclosures for financial years commencing in 2025, with assurance required from FY2027. Boards must oversee climate governance, risk management, and target-setting in line with the ISSB framework and SGX Listing Rule 711B.

  • Board accountability. Boards are responsible for climate strategy, risk oversight, and ensuring data quality ahead of limited assurance.
  • Management integration. Issuers must describe management’s roles and how climate governance connects to internal controls and reporting processes.
  • Assurance readiness. Limited assurance over climate disclosures begins with FY2027 reports, requiring early control design and testing.
