Compliance Briefing — July 1, 2025
U.S. facilities subject to the Toxics Release Inventory must submit Reporting Year 2024 filings to EPA by July 1, 2025, with electronic certifications locked to the TRI-MEweb platform deadline.
Executive briefing: Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) and Section 6607 of the Pollution Prevention Act require covered facilities to deliver Form R or Form A submissions for Reporting Year 2024 no later than July 1, 2025. Tiered reporting thresholds for listed toxic chemicals remain 25,000 pounds for manufacture and processing, and 10,000 pounds for otherwise use, while persistent bioaccumulative toxics continue to carry lower limits and Form A ineligibility. Electronic certification through TRI-MEweb is mandatory; late filings trigger EPA civil penalties that exceeded $23,000 per day per violation after the 2024 inflation adjustment.
Regulatory checkpoints
- Applicability validation. Reconfirm North American Industry Classification System (NAICS) coverage, headcount thresholds, and chemical activity quantities for calendar-year 2024 operations before certifying a zero-release Form A.
- Release quantification. Update emission factors, stack testing, and wastewater sampling inputs so Form R release and transfer sections match source records and pollution prevention narratives.
- Supplier data. Secure certification statements from chemical suppliers for mixture concentrations and safety data sheet updates that underpin threshold calculations.
Operational priorities
- System controls. Lock down TRI-MEweb user accounts with multi-factor authentication, review preparer and certifying official assignments, and rehearse XML import validation before mid-June.
- Audit evidence. Capture calculations, monitoring logs, and Form R change history in a retention folder aligned with EPA’s three-year recordkeeping requirement.
- Community disclosures. Coordinate public-release messaging, including state right-to-know obligations and sustainability reporting tie-ins, within 30 days of EPA publication.
