Systemic risk assessment and mitigation governance

Governance documents should describe how post-market monitoring feeds into change management, risk reassessment, and public transparency updates.

Technical documentation and reproducibility controls

The documentation freeze requires technical dossiers to be locked and reproducible. Engineering teams must produce detailed descriptions of model architectures, training objectives, hyperparameters, safety features, and alignment techniques. Boards should ensure that there are documented controls verifying reproducibility of training pipelines, including environment configurations, dependency management, and compute resource tracking. Version control repositories must be tagged, access-controlled, and linked to audit logs showing reviews and approvals.

Testing documentation must cover performance metrics across relevant benchmarks, fairness and bias assessments, robustness testing, and red-teaming exercises. Providers should maintain traceable evidence of dataset curation, data cleaning steps, and provenance checks. Where synthetic data augmentation is used, documentation must explain generation methods, validation tests, and safeguards preventing harmful outputs. Boards should review validation reports and ensure that unresolved issues are tracked with owners, remediation timelines, and risk ratings.

Deployer documentation and support obligations

Article 53 mandates that GPAI providers deliver comprehensive documentation to deployers, enabling them to understand model capabilities, limitations, and appropriate usage. Providers must maintain deployer support packs containing user guides, safety instructions, incident reporting procedures, and integration checklists. Governance evidence should show how these materials are version-controlled, communicated to customers, and updated when models change.

Boards should verify that deployer onboarding includes due diligence, risk assessments, and contractual commitments to abide by EU AI Act requirements. Support processes must provide deployers with access to impact assessment templates, technical support contacts, and escalation pathways for incidents. Documentation should show how feedback loops collect deployer issues and feed into risk management. Providers must also track how they communicate significant updates or incidents to deployers, including timelines, content, and acknowledgement records.

Copyright transparency and stakeholder rights

The AI Act requires GPAI providers to summarise copyrighted training data and respond to legitimate requests from rights holders. Governance artefacts must include policies on dataset documentation, request handling workflows, and response service-level agreements. Evidence should show maintained registries of rights-holder enquiries, response letters, and resolution outcomes. Boards need assurance that legal, compliance, and customer operations teams coordinate to meet deadlines and track metrics such as response time, unresolved cases, and litigation exposure.

Providers should communicate transparently about dataset sourcing, opting-out mechanisms, and how they honour creator preferences. Documentation must include public statements, frequently asked questions, and contact channels. Boards should monitor reputational risk metrics, media monitoring reports, and stakeholder engagement logs, ensuring that commitments align with actual controls.

Reporting workflows and incident management

The documentation freeze should coincide with robust reporting workflows to handle regulator requests, incidents, and public communications. Organisations should maintain a regulatory response playbook covering intake, triage, drafting, review, approval, submission, and follow-up. Evidence should include response templates, approval matrices, and audit trails. For incidents that materially affect compliance or safety, providers must have escalation criteria, incident command structures, and post-incident reporting templates aligned with Article 72 obligations.

Boards should ensure that reporting workflows integrate with risk management systems and that metrics are tracked, such as volume of regulatory requests, turnaround times, and outstanding commitments. Internal audit can test the workflow by simulating a regulator request and documenting how evidence was located, reviewed, and delivered.

Third-party assurance and continuous improvement

Given the novelty of the AI Act, boards should consider commissioning independent assurance over documentation readiness, systemic risk management, and deployer support. Assurance reports should evaluate policy completeness, control design, documentation accuracy, and evidence management. Findings must feed into action plans with deadlines and accountable owners. Boards should monitor progress and verify closure evidence.

Continuous improvement plans should outline how organisations will update documentation post-freeze when models evolve, ensuring that change management includes impact assessments, stakeholder communication, and re-approval. Providers should set up quarterly reviews of systemic risk metrics, documentation quality, and deployer feedback. Lessons learned from incidents or audits should be captured in improvement logs and reported to the board.

Stakeholder communication and transparency

Transparency obligations extend beyond regulators and deployers to the public, civil society, and partners. Organisations should prepare communication strategies explaining compliance posture, documentation availability, and safeguards. Evidence packs should include communication plans, key messages, spokesperson training records, and media Q&A documents. Boards should oversee reputation monitoring, including social listening, sentiment analysis, and stakeholder outreach logs.

By the July 2025 freeze, GPAI providers must be able to demonstrate a mature governance ecosystem where documentation, evidence, reporting, and risk management are tightly integrated. Boards that maintain strong oversight, challenge assumptions, and require comprehensive evidence will be better positioned to navigate supervisory scrutiny and sustain trust in their AI offerings.
